Can't seem to download anything across 2 browsers.

I have tried downloading many different files from Pururin today and it appears I'm unable to. Another thing that is odd is reCaptcha doesn't generally give me trouble, but today it is as well. Is a server migration/update going on? Did someone change a setting about reCaptcha to make it almost always fail even if you did it right? I tried clearing my cookies and both Chrome and Firefox are up to date.

I can't download from here anymore, it say the machine actively refuse and no connection can be made
I have no trouble with captcha challenge, the only problem is after I got the link download and click it but the download can't be start
I already have account, so what's the actual problem ????
