Being here is literally the intermediate state between being uploaded and being visible.
Uploading only refers to the act of getting the file to Pururins server's, pending list is the stuff that has already been uploaded but is still waiting for approval before its actually visible because moderation needs to filter out the bad content (like duplicates, FAKKU rips, 3d porn, ect.) first, pending content also serves as a buffer to ensure the amount of daily approvals is consistently 19 even though the amount of daily uploads coming in is wildly irregular.
